Before you ride a single metre on public roads, two things need to happen. You need a provisional driving licence, and you need to complete compulsory basic training (CBT).
These aren't just administrative hurdles. They lay the foundation for everything that follows – including which tests you'll take and how quickly you can progress to a full licence.
Step 1: apply for a provisional licence
You can apply for a provisional driving licence from age 15 years and nine months.

Your provisional licence covers you to ride as a learner once you have a valid CBT certificate. You must display L plates front and rear, and you cannot carry a pillion passenger or ride on motorways.
Step 2: complete your CBT
Compulsory basic training is a structured training day, not a test you pass or fail. Your instructor takes you through five elements: an introduction to your bike, on-site training on foot, on-site riding, on-road preparation, and on-road riding.
You need to demonstrate competence at each stage before moving to the next. Your instructor decides when you're ready to progress. The session usually takes one day, though some riders benefit from a second session.

What CBT covers
The five elements of CBT are:
A – Introduction to the motorcycle and basic checks
B – On-site training on foot: controls and safety checks
C – On-site riding: slow-speed balance, steering and braking
D – On-road preparation: highway code, signals and positioning
E – On-road riding: a minimum two hours on public roads with your instructor
What you can ride after CBT
With a provisional licence and a valid CBT certificate, you can ride:
- A moped up to 50cc, if you're 16 or over.
- A motorcycle up to 125cc and 11kW, if you're 17 or over.
Your CBT certificate is valid for two years. You must pass your full licence tests within that time – or complete a new CBT to continue riding as a learner.
Rules as a learner
- L plates on at all times, front and rear.
- No passengers. No motorways.
- Riding without a valid CBT certificate on a provisional licence carries a fine of up to £1,000 and up to six penalty points.
